Major Responsibilities:
Supervise the Executive Committee and support staff and any NO staff assigned to the CoH; Manage the relationship with key CoH program partners; Supervise all program re-design and work-planning efforts to ensure responsiveness to donor and beneficiary requirements; Oversee the program budget and burn rate, ensuring that the Finance Officer is managing both effectively; Ensure that project pipelines are used as a monitoring tool to track project burn rates and expenditures per line item; Engage with Executive Committee on a minimum weekly basis to ensure alignment between project goals and project outcomes; Ensure that the Operations Officer, Program Manager, and Finance Officer provide effective backstopping and technical inputs for the project, and mentor staff to improve project support; Liaise with local business, ministry, government and support groups for program management effectiveness; Identify local consultants to provide technical assistance to the projects, and coordinate with WV Support Office Technical Staff where necessary to support the field – ensuring that WV internal expertise is maximized for the benefit of the project; Participate in regular field monitoring and evaluation of the project and report monthly to the NO on budget and technical and managerial performance.
Primary Goals
The CoH has four main goals that will be shaped by the Executive Director and Executive Committee.
1. Community Ownership: The Executive Director will be responsible for working with the Community to find members of the Executive Committee. This may include members of the local business community, ministry, government, labor, education, the disabled, agriculture, technology, and law. The Executive Director will responsible to assemble the right combination of expertise and camaraderie to maximize project effectiveness. With the Executive Committee, the Executive Director will help design the physical structures of the CoH with respect to guidance from the NO and donors.
2. Economic Resilience: An overarching theme of the CoH will be increasing economic opportunities for the city of Hinche and surrounding communities. The Executive Director will work with the Executive Committee to design and implement programming that will advance business practices and vocational training suited and adapted to the current environment.
3. Improved Education: Implementing and utilizing a baseline study of literacy rates and teaching capacity the Executive Director and Executive Committee will be responsible to design training programs and a reading center.
4. Transformational Relationships: Cross-cultural awareness and visits from the donor community will be integral to the long term viability of the CoH. The Executive Director will be responsible to facilitate visits, have current knowledge of activities, awareness of the surrounding communities, and educated conversation skills on the impact donors can make. The Executive Director will also be responsible for following up with visitors on how they can support future efforts of the CoH.
Design, Monitoring, and Evaluation:
Effective communication to WV Support Offices and donor representatives of program success stories will go great lengths to preserve the integrity of the CoH and ensure long-term funding opportunities. The Executive Director will serve as critical link between field programs and the NO in knowledge management practices and activities; Oversee and support the development and regular revision of project logframes, workplans and the monitoring systems to track progress against performance objectives and milestones; Oversee the finalization of semi-annual and annual program reports and deliverables ensuring high-quality donor facing reports at all times; Support program development activities by providing guidance on best practices and lessons learned from ongoing programs; Guide designated staff person in charge of communication activities when unable to perform communication duties personally; Work to integrate effective WV ministry practices and methodologies into the work you do.
Qualifications requises:
Knowledge, Skills, and Abilities
The ideal candidate is a successful entrepreneur with a clear history of experience in management, fund raising, communication/advocacy, and finance; Advanced degree in relevant field, preferably business or communications; Minimum of ten years previous work experience on complex programs with multiple components; Demonstrated track record of responsible management, problem solving, and proactive management skills; Demonstrated ability to manage partner relationships (other organizations as sub-contractors or sub-grantees on a project or through institutional partnerships); Ability to communicate to create consensus and find common solutions in intercultural settings; Strong written and verbal communication skills; Fluency in written and spoken Creole, French and English as well as Haitian culture a must.
