Job Summary:
The Deputy Chief of Party (DCOP) is responsible for the administrative management of the project. S/he supervises the finance, procurement and logistics, Human Resources and IT sections and serves as the focal point for all M&E-related issues. The DCOP is the main contact for financial and performance audits.

Primary Responsibilities:

● Assist the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360;
● Provide oversight of program monitoring and evaluation (M&E), ensuring the quality of data collected and reported;
● Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the contract;
● Assist the Chief of Party in creating and maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners;
● Serve as acting Chief of Party in his/her absence; and
● Manage long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results.

Qualifications requises:

Minimum Requirements:
● 7 years of progressive experience in project management as well as experience managing technical teams. The DCOP should have at least 5 years of experience in program monitoring and evaluation.
● Fluent spoken, written, and reading abilities in English and French preferred;
● Experience in monitoring and evaluation of development projects;
● Proven leadership and organizational skills to successfully manage and coordinate large and disparate work groups;
● Experience implementing and providing technical assistance to democracy and governance, advocacy, youth engagement, and/or research and learning projects;
● Ability to develop and foster relationships with diverse local counterparts including government representatives, youth, civil society organizations, donors, and donor-funded implementers;
● Proven human resource management skills;
● Sound knowledge of Haitian social and political dynamics.

Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
