Human Resources and Administration National Officer at International Organization for Migration

Description du poste:

Under the overall supervision of the Human Resources Officers (HRO) and in close collaboration with HRM at Headquarters (HQs), MHRO and PAC – Field Personnel Unit, the successful candidate will be responsible and accountable for providing necessary support in the management of human resources of the Mission, including recruitment and related recommendations, retention, promotion, separation, and other administrative actions. In particular, he/she will:

1) Assist the Human Resources Officers in overseeing the Human Resources Management function in the Mission in accordance with the Organization's policies, procedures and practices.

2) Advise the Human Resources Officers on interpreting and applying IOM's Human Resources policies, rules and regulations, as well as standards and techniques taking into account the Mission’s activities; and ensure that local administrative procedures are in place and followed and are in accordance with these practices.

3) Maintain personnel files and ensure that attendance records of all international and national staff of the Mission are maintained.

4) Coordinate with the HRO in the establishment of personnel policies and practices for the national staff.

5) Coordinate with HQs, MAC and PAC and the Finance Section on delivery of benefits/privileges to international staff in the field.

6) Coordinate the preparation of the monthly payroll for national staff.

7) Maintain and update the Mission’s Human Resources PRISM system.

8) Assist in the planning and organizing of the staff development and training for the Mission in close collaboration with HRM/SDL, including the establishment of staff development and training priorities and plans; train the administrative staff of Sub-offices as needed.

9) Advise on staffing issues and oversee the elaboration of project staffing tables, including vacancies and use of temporary assistance to meet exceptional work requirements.

10) Prepare reports pertaining to personnel administration of international and national staff of IOM, as required.

11) Assist the HROs and Resource Management Officer (RMO) in the preparation of administrative reports that may be required by HQs, MAC and PAC, in coordination with all the Sub-Office Heads and Programme Managers.

12) Coordinate the implementation of the Mission's staff evaluation system (SES).

13) Provide support to the Mission on administrative actions.

14) Liaise with and maintain good working relationships with IOM partners as well as with other IOM Missions as necessary for the effective exercise of his/her functions.

15) Train local staff in the relevant areas of human resources and administration.

16) Perform any other duties that may be assigned.

solutions customized to the needs of IOM; c) adapts best human resources practices to the requirements of IOM to facilitate the achievement of strategic objectives.

Desirable Qualifications and Experience

a) completed university degree from an accredited academic institution, preferably in Human Resources, Business Administration or related fields; b) three years of experience in Administration and Human Resources Management; c) familiarity with UN common system or similar systems, knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection practices and training programmes.

Languages:

Thorough knowledge of English, French and Creole. Knowledge of Spanish an advantage.
