Apparel and Textile Specialist – Workforce Development and Training at RTI International

RTI is recruiting candidates for a value chain and enterprise development project in Haiti. The Local Enterprise and Value Enhancement (LEVE) project is seeking to stimulate job creation through the support of MSMEs and the value chains in which they operate in three sectors – agribusiness, apparel and textiles and construction. The project works in three economic development corridors – Cap Haitien, Saint-Marc, and Port-au-Prince.

Position Title: Apparel and Textile Specialist – Workforce Development and Training

LEVE is applying a facilitation approach to building the competitiveness of apparel and textiles sector, by supporting the development of lead firms to expand and broaden their impact upon their respective value chains, including working with providers of training services to the sector. LEVE is undertaking a series of interventions, including the provision of specialized technical assistance to address production and marketing constraints, training and upgrading of the workforce, provision of institutional capacity development and co-funding of innovative ideas and investments that can stimulate growth in the value chain and sector.

As part of the LEVE team, the Apparel and Textile Specialist will work closely with the Apparel and Textile Team Lead, supporting LEVE’s value chain activities in general, and paying particular attention to developing appropriate solutions to address the training needs of the employees of both large exporting firms and smaller domestic firms (small-scale stitchers and designers). The Specialist will encourage market-driven approaches to addressing these needs, linking technical, vocational and educational training providers (TVETS) to the firms requiring the training and skills upgrading. For example: linking training and workforce service providers with mass industry; assisting TVETs to adapt curriculum to meet the needs of the mass industry and design-oriented firms; training of trainers; and the development of systems to monitor the performance of training and workforce service providers.

Qualifications requises:

Qualifications:
• Master’s degree in business, education, or a relevant field
• Good familiarity with the apparel and textile sector, including mass industrial and small-scale stitchers and designers
• At least 5-7 years of experience providing assistance to apparel and textile sector firms, service providers and apparel associations
• Experience developing and supporting training, internship, apprenticeship and on-the-job training programs in the apparel sector
• Preference for candidates with experience supporting (or “working with”) a private firm’s human resources department, focused on training, orientation, and/or upgrading skills of employees
• Fluency in English, French and Haitian Creole
• Demonstrated understanding of Haitian context.
