Upon the launch of the LEVE program, a workforce assessment was conducted on key vocational schools. One of the identified weaknesses was a lack of linkage between the job marketplace and the vocational schools. Consequently one of the areas that LEVE is concentrating on is to build these linkages through activities like vocational skills competitions.
From July 10-12th 2015, LEVE supported the launch of the first ever construction trade fair in Haiti (MATCON), which included a skills competition with 6 selected vocational schools in three trades – masonry, electricity and plumbing. This was a pilot activity that was very successful, according to the exhibitors, participants and customers. LEVE produced a report on this “Olympiade de compétences” which is available for review.
LEVE would now like to extend the reach of this competition, both in terms of geography, and as well in terms of number of schools participating. AMCHAM has decided to continue with the skills competition. While they would provide expertise and logistic support, they are looking for a local organizer to handle the day-to-day operations of the event.
PURPOSE:
The purpose of this assignment is to provide support to AmCHAM as the lead organization for the 2016 Olympiad. This Consultant will work with AMCHAM, the companies, INFP and the training centers to conceive and coordinate a series of skills competitions in LEVE’s key performing regions. The Consultant will need to work closely with private companies, local associations and government entities to promote these events. The Consultant will work with these organizations to design a revenue model that can guarantee the long term sustainability of the project.
The assignment will take place over several months, ending in December 2016. Skills competitions will be organized regionally, and then the final competition will take place at the 2016 MATCON in Port-au-Prince.
The Consultant will also work as part of a team that includes the LEVE Workforce Development Expert, the Deputy Construction Team Lead, and an international vocational skills competition expert.
TASKS:
1. Review Olympiad report from 2015 and the Vocational Skills Competition Experts report, including the recent report on SkillsUSA.
2. With the team, contribute to the development of a comprehensive plan for the competitions.
3. Work with the schools, local associations, private companies and the government body to organize the Olympiads competitions in the country.
4. Prepare budgets for the events that fulfill USAID regulations.
5. Prepare monthly progress reports that integrates financial and narrative reports.
6. Attend and coordinate the competitions as they happen.
7. Manages relationship with the venues to coordinate all logistic needs.
8. Conduct follow-up meetings after each event to determine its impact on the schools based on pre-set indicators determined by LEVE.
9. Encourage training providers to develop relationships with private sector businesses.
10. Design a rapid impact assessment process, to capture impact during, immediately after and within 3 to 6 months after each event.
DELIVERABLES:
1. Work plan for the organization and implementation of a series of vocational skills competitions.
2. Monthly project reports.
3. Final report on each skills competition – north, west and Port-au-Prince – including an assessment of initial impact.

Qualifications requises:

REQUIRED QUALIFICATIONS:
• Bachelor’s Degree in Engineering, Management or Communications
• A minimum of ten years of experience in the field of event management.
• Has been responsible for developing relations with the private sector and involved in employment generation and youth employment.
• Experience with multitasking with multiple projects and overlapping deadlines.
• Understanding of the vocational school sector and its challenges.
• Experience working successfully with government agencies and private organizations engaged in various industries.
• Experience working with employers’ organizations, trade unions or other civil society organizations.
• Fluent in in French and Creole required, fluency in English preferred.

The USAID-funded Local Enterprise and Value Chain Enhancement (LEVE) project strives to increase economic growth and employment opportunities in Haiti. LEVE will expand opportunities for micro, small and medium enterprises (MSMEs) to generate employment for Haitian men, women, and youth in the three development corridors: Port-au-Prince, Saint-Marc and Cap-Haïtien. LEVE will improve the competitiveness of key sectors: construction, apparel and textile, and agribusiness, working with select value chains with the most potential for growth. LEVE project’s four main components are:
• Component 1: Enable MSMEs to engage with other value chain actors to mutually create value.
• Component 2: Increase MSMEs access to a productive labor pool with relevant skills and competencies.
• Component 3: Improve the sustainability of Haitian organizations serving target sectors and corridors.
• Component 4: Identify and improve synergies among existing programs and activities.
